Property renovation in the UK sits under two separate regulatory regimes. Planning permission governs external changes and changes of use — but interior refurbishment (new kitchens, bathrooms, flooring, decorating) is not classed as development under the Town and Country Planning Act 1990 and never requires a planning application. Building Regulations approval, however, applies to more renovation work than most property owners expect: replacing windows or doors, installing or replacing a heating system, adding electrical circuits, all gas work, new bathrooms involving plumbing, and roof covering replacements all require building regulations approval or use of a registered competent person scheme. Internal cosmetic work — painting, tiling, carpentry, and flooring — is exempt.
