Communal heating in Essex blocks: what changes from 2026

Many newer apartment blocks run on a communal boiler or heat network with an HIU in each flat. Ofgem now regulates heat networks in Great Britain, which raises the bar on maintenance records.

Ofgem became the heat network regulator on 27 January 2026, with rules introduced in phases.

02 · Registration deadline

Ofgem says heat network operators and suppliers must register by 26 January 2027.

We do not operate heat networks or register them with Ofgem. We maintain the building-side plant and in-flat equipment that the block is responsible for, once we have seen the O&M manual and handover documents.

We do not charge for flats where we cannot get access.

Send us the O&M manual so we can confirm the HIU make and model before quoting. Heat networks have been regulated by Ofgem since 27 January 2026, and operators must register by 26 January 2027, so up-to-date service records matter.
